Can a 25 year old live in a 55+ community? Understanding the exceptions

According to the Housing for Older Persons Act (HOPA), at least 80% of occupied units in a 55+ community must have one resident who is 55 or older. While this rule provides some flexibility, a 25-year-old cannot typically live in a 55+ community on their own, but specific exceptions exist if they are part of a multi-generational household with an age-qualified resident. This federal regulation, along with individual community bylaws, dictates whether a younger person can reside in such a community.
